I'll guess that this is not true. Peugeot fours of the era were (go ahead, shoot me) better built than Volvo fours. The overhead valve four that was in my 79 was about the most over-engineered, conservatively designed and overbuilt thing that I have seen, short of a two stroke GM diesel. No kidding.
