The connector you refer to is the fuel injection Test Point. The red/white wire is grounded for closing the Air Control Valve when setting the basic idle. The green/white wire is used to set the idle mixture, which is done with the Volvo mono tester. The mono tester is simply an LED in series with a 750 ohm resistor. The MVP site even tells how to make one.
