If there is a leak at the exhaust manifold, more than noise is escaping. Your turbo can't make proper boost without ALL the exhaust gasses going through it.
If you haven't resealed the manifold because studs are broken, you'll have to bite the bullet and try to extract them somehow. This will be my problem soon, and I sympathize. Best of luck.
