Panel lighting problem 200 1985

There is a ground jumper wire on the intrument panel pc board. It is right between the tachometer and the spedometer, and can be seen from the back. It provides ground to the tach and the blinker indicators and the panel lights. If these are the things acting wacky I would suspect that wire.
