Note: CA spec '75 164s DO have air pumps. And cat. The whole system is GM stuff, so if everything else checks out (set CO by measuring before the cat), you may have a problem with either the air injection (bad/disconnected hoses, no belt, etc.) or the cat, but parts aren't too difficult to find.
Well maintained 164s pass CA smog II (rollers, etc.) easily.
