The .25V drop can be attributed to the energy expended during starting...and the fact that the voltage stays there until you rev the engine (and the regulator kicks in) and the generator starts putting out (as the 14.9-15.1V indicate), is quite typical...sofar nothing out of the ordinary...

...the AMP light coming on after (I presume a moment of) reving might be indicative of a brushes problem (worn, and poor pressure to commutator). I suggest checking those first.
