O2 reading within range 200

I've been messing around some more. The temp sensor is OK. The ECU is responding normally to all signals, but the O2 sensor output when connected to the system is only about .1 at idle not fluctuating. That would explain the high frequency valve readings partially. The ECU thinks the mixture is lean. Plus my base mixture must be off, since the duty cycle is 60 with the O2 sensor disconnected
