Help! electric window problems 200 1979

I have power windows on a 79 245, these use the old fashioned rocker switches mounted on the dash for the front, and on the center handbrake console for the rear windows. Rear windows lifts weren't working, I've put new switches on them, now they work only when power is off, while fronts work correctly when power is on. Any ideas? Could the relay be bad?
