Codes 231 and 113 700

My girlfriends 89 740 gl has been acting up. She was driving yesterday and the check engine light came on. She said that the car wouldn't go over 35 mph and was surging when the accelerator was pushed down. While I was on the cell phone with her it started working again, she was able to accelerate to highway speeds of 60 mph but not very fast. I checked the codes and got 231 and 113, which are both fuel mixture to rich or lean. I noticed a couple things when I looked in the engine bay. first, the ground wires(flat braided silver/gray) that are attached to the firewall just to the left and above the distributor, one was completely disconnectod(not from firewall but where it ataches(BTW where does it atach?)), and the other which was attached to the firewall and then to the back left valve cover screw was totally loose.
Second, the hose connecting the FPR to the intake has no clamps and is somewhat hard/brittle, I pulled it off and the hose smelled like gas and a little gas smell coming from FPR. Is it time for a new FPR? BTW I posted about a loud main fuelpump and determined that the intank and all hosing was ok.

I am planning on reattaching both of these to get a solid ground. I am planning on getting a new FPR and hose with clamps. I would like to clean the TB and IAC. The car just recently had a tune up, so I think the ignition components are sound. Any more thoughts?
