Fuel problem?? 200 1978

Here's the story as it goes so far: Back in December my 78 242GT (B21, M46)started to show symptoms of fuel pump problems, noisy pump, "hiccuping" (fuel starvation)at less than 1/2 tank, etc. Changed fuel filter, didn't help. Dropped off at mechanic, they tested pump and said it was ok, tested ignition, ok, thought cat was plugged, could see right through. Mechanic had the car about a week, many test drives and diagnostics later, they said the main fuel pump died 100% while testing fuel pressure for the 2nd or 3rd time. Replaced the pump and still had the same problem below 1/2 tank, otherwise it runs pretty well. I ordered a pre-pump and installed, making sure the hose was in good shape and the filter sock was clean, now I'm having fuel starvation problems all the time. Talked to a different mechaninc and did some more testing - checked and cleaned all wiring under the hood, verified voltage at main and pre pumps, cleaned the frequency valve relay, swapped in known good fuel pump relay, changed spark plugs, cap, rotor, even tried a different coil, all to no avail. Even got a fuel pressure regulator from the junk yard (not a fun job), no help. I've run out of ideas, so I turn to the BrickBoard for help, something I should have done a long time ago.......
Any ideas, suggestions, coments are greatly appriciated
