Torque Converter Lock-up Adjustable?? 700 1991

Is there any way to bypass and make manual, or adjust the speed at which the torque converter lock-up, "locks up"? The converter locks up at around 40-45 MPH. When I need a little extra power to say get up a hill, I have to either disengage the overdrive or stomp the accelerator.

I do a lot of around town driving and as a first choice, would like to make a manual bypass so I could have the lock-up available for highway driving. As an alternative, I would like to have the lock-up not engage until 55-60 MPH.
