REAR END WOBBEL

Make sure a rim is not bent. I think you have one or both bad tires on the rear. A layer can separate internally and cause this. Nothing will be visible on the outside. Balancing will not cause a problem at that low speed. You might try swapping rear to front as test.

Don't worry so much about the caps, I don't mind at all. Easier to read for my tired eyes.
