>A) Can I get away with just scuffing up the existing paint on the interior to prep for primer? I don't want to take it to bare metal if I don't have to.

Purchase a cleaner/degreaser at your local paint shop and clean the interior paint prior to sanding. If you don't you will merely spread around 30 years of greasy finger prints, various bits of snot, kids vomit and who knows what else. Sand with a 280/300 grit then prime. If you are using the new types of urethane paints on your project, keep in mind they contain Iso's with are TOXIC to the human, therefore an air supplied respirator is recommended.
