fuel pump problems 700 1989

Just bought a 740; there is a persistant noise from the main fueld pump, but it does not increase when the fuse for the pre-pump is removed, can I assume from this that the pre-pump is dead and is stressing the main pump? In addition the fuel gauge doesn't work, it sits at 'emty' most of the time and occasionally flies around all over the place. Does this sound like a good candidate for replacement of the pre pump and fuel gauge sender unit? How difficult is this job? (I just got a quote for £270, which is about $500!!)
