Yes, it could be a low charge. If it is too low, your compressor clutch will not even engage.

It sounds to me like the last owner felt it necessary to jump the contacts out, fooling the compressor into thinking the pressure was "right" for the compressor clutch to engage. Most likely in an attempt to squeeze any life left out of the ac and to dodge the high cost of refrigerant repair.
If you take the switch mounted on the reciever (silver aluminum looking clyndrical can) the compressor clutch will engage. You will be able to see the ac compressor pully turning the front of the unit. If you jump out the switch and your clutch does not engage, check for 12v at the plug, and troubleshoot back from there.
The high fan speed on max ac is governed by the vent selector lever, not the condition of the charge. Everything sounds good there.
