Use a weakly basic solution, like baking soda dissolved in water, or Coke (or Pepsi, depending on your allegiance). That will eat the corrosion off of the connection without eating the metal. Then replace the clean terminal on the battery.

You just might be having a poor connection with a good battery...maybe. Good luck..
