The cluster may seem the obvious place to look but not in this case. Cruise control and ABS both need the rear speed sensor signal and are external of the cluster.
The most likely culprit is connector at the rear axle housing. That harness leads into the trunk or wagon rear on the left side near the fuel filler. The two wires, Gn/W & Bn/W) connect to the main harness and are covered by a simple looking black plastic cover snapped over them.
The next place to go is the small 4 position "D" connector on the back of the dash cluster. It's supposed to have a retainer clip on it but may have been left off during bulb replacement or similar service. This connector could >possibly< work its way off sideways and short the signal and ground circuit together. Since the ABS is connected before this point, this connector simply being disconnected would only cause speedo and cruise failure.
If it was in place, get a multi-meter (volt meter) and check the resistance between the green/white and brown/white (ground) wires. The sensor reading should be 600 to 1,600 ohms and by checking at the cluster, you verify the wiring back to front. If the resistance is very low, suspect a short between the two OR green/white to ground. High resistance = open wiring or open sensor. Correct reading; suspect failed sensor or mispositioned in axle housing/too far from pulse wheel.
