On the later starters there is a contact that provides 12V direct to the
ignition system AFTER the ballast. If that wire gets shorted to the big
cable to the solenoid, you will get this effect. So check the wiring at the
starter solenoid. BTW the 122 wiring doesn't have this feature but the 140
and 164 do.
