My 83 is doing the same thing after I resoldered the relay. I had the luxury of trying another relay (from an 85 model) and the solenoid engaged. Unfortunately the new relay sends the wrong signal to the instrument panel and tells me the OD is off when it is on. Thus explaining how the white relay and orange relay are different.

Check the wiring on the solenoid and if you are brave you can pull it out and check the impedance (should be 13 ohms according to Bentley). It should also 'click' to open when 12 volts is applied.
