What does "forever to rev down" mean? Five minutes?
Possibly a gummy, varnished, stuck, or worn-out CIS motor (idle air valve) or defective or misadjusted throttle switch.
The turbo cars (evidently this is one) DO wind down a bit slower because when the throttle shuts, the turbo's still spinning and producing pressure. This pressure bypasses the throttle 'n IAV and keeps the idle high for 3-4 seconds. Newer turbos used a pressure relief valve to dump this pressure when the throttle slams shut.
