That's normal. There is no adjustment to be made. All you can do is shoot some carb cleaner through it, and bench test it by applying +12 volts to one terminal and -12 volts to the other. I can't remember which is which, but you won't damage anything by getting if you get it backwards at first.
On this model, the electricity opens the valve and a spring closes it. This is different than the older models, where there are 3 terminals and electricity both opens and closes the valve.
