To get the power to the solenoid you not only have to have the switch working properly but you also have to a properly functioning fourth gear sensor. When you say you have power to the relay that may just be the 12v feed. The switch (and fourth gear sensor) in effect set up the combination that will take that 12v feed and route it to the solenoid.
