OK. Got it. Is the fluid originating from that spot. Trace up the hose to ensure the leak is not originating from the radiator, and trickling down the hose. if that is not the case, probably a bad clamp job that could have split the hose. Over-pressure is normally released through the expansion tank cap.
If the hose is split, and you are going to have to drain the coolant to replace it anyhow, IMHO, I would change the radiator. 14 years out of original plastic is tremendous, bur your courting disaster.
Many on this board rave of a 3 row Nissens from FCP Groton . Expensive. I replaced mine w/ an all metal $60 aftermarket from AutoZone.
