I had the tires balanced and rotated. This highlighted my problem. They had a rookie doing it so he didn't pay too much attention to what he was doing. When the rear tires were put on the front and I drove it home it became obvious that the problem lie with these two tires. The steering wheel began dancing back and forth in my hand at about 40mph and only got worse at higher speed.
I took it back and told them what I felt. They took them out to check the balance and this time someone a little more experienced helped him. They called me out to show me. The wheel has a slight ding in it from hitting a curb. However, the real problem was the tires are badly out of round. So I believe my problem is solved. I need to replace the rear tires.
The front and rear tires were different brands and the guy told me that he had a lot of this particular tire returned as defective and then they were discontinued. I need to find out if they were recalled. Perhaps they'll be replaced for free if they were recalled. That is my next move and the car will have two new tires on it soon regardless of who pays for it.
