Years ago I worked on an International Harvester that had the dipstick tube snapped off. I didn't want to drop the pan to drive out the stub.
I ran a tap into the stub, threading it inside. Then I ran a bolt into the threaded stub, but ran the bolt through an inverted socket. When the bolt fetched up tight, I kept on tightening -- which effectively drew the stub outta the block.
This was in late '60s, so the memory's fading a bit...... But I think as I ran the tap into the stub, I used a shop vac nozzle to suck up as many chips as possible to keep them from falling into the pan.
