740ti Balancer Sliped or on Wrong? + unexplained vibration

Since my orrigional post I've swapped out the vibration damper with a used one which actually had higher milage (130k), now the timing mark lines up under a timing light .. however same old engine vibration is still there in nuetral around 1500 rpm, comes and goes as you increase rpm to 2500 and is real noticeable when driving espaecially when under heavy load. I've since noticed that the turbo manifold is missing the manifold to block support, I can feel that its rusted off with my fingers but can't see it till I get under the car... could this cause the vibration - must be a reason for it? I've replaced the normal components like exhaust hangers, trans and motor mounts and finally the balance. This is a 89 wagon with 2.3 - ideas welcome
