The tranny end of that cable is inside the transmission, above the valve body. It is difficult to access. But almost certainly your cable is binding. At the tranny end, the kickdown valve mechanism is bathed in oil so it's not likely it is set up or anything like that.
How much spring-loaded return action is there when you disconnect the cable from the throttle spindle and pull it out by hand?
What does the kick-down cable sheath look like as it enters the transmission on the passenger side? Sometimes the sheath breaks and lots of crud gets in it.
either way you probably need a new cable.
