94' 945T turbo problems

94' 945T that is starting to blow a little smoke when the turbo kicks in, never would have noticed if I hadn't been riding with someone else behind my car last week. I am just assuming that it is when the turbo kicks becuase it isn't constantly blowing smoke.I am not driving the car as much these days due to close proxomity to work (walking). Recently had all oil seals replaced and she isn't leaking any oil may be burning a little but not noticeable. Wanting to know what the best course of action is? Is my turbo starting to fail, also I have personally experienced a little whining when the turbo kicks in? Still has plenty of power, can also smell oil, burning form engine after running for a while, but this could be due to oileaking all over exhaust system and I guess it is still slowly burning off?
Really appreciate all the help.
