stalling at stoplights 700 1991

I've had my '91 740 (regina) wagon for about 4 months now. About 3 or 4 times, it has stalled on me at stoplights or in parking lots and has been very difficult to get running again. It just wants to sputter and not run right, giving it gas doesn't help any. It does not backfire during this time. It just has to sputter for 15-30 seconds before it will finally run right again. Once this happens, everything is OK again for another few weeks. The code 2-2-3 (IAC problems) is always stored on this car. Even after I clear the code it always gets set again in a day or two. I have no idle or starting problems (other than the strange and very intermittent problem that I described above). Gas milage is normal (in the mid 20's). The IAC connectors are clean and so is the valve itself. Plugs, rotor, and cap have been replaced within the last 18 months and all appear to be in good condition. Fuel pump has less than 30K miles on it and the fuel pump relay has been resoldered.

Looking for ideas about the recurring 2-2-3 code and the VERY intermittent stalling/hard start/sputtering problem.
