940 1992 GLE: A/C switch and fan functionality

Volvo 940 GLE 1992 B234F

Question:
When the fan speed switch is OFF and the A/C switch is ON, should the compressor still be engaging ? My impression was that when the fan speed switch is all the way OFF it shouyld override leaving the A/C switch ON...

My A/C has always functioned nicely. No other concerns other than this one. Basically I find it tedious to have to turn off than fan AND the A/C switch to turn it OFF.

Any feedback is appreciated.
