I cannot answer your question, but I guess Volvo should have ability to store service records on all of their cars. In fact, it is in their best interest. This information is extremely valuable for many Volvo departments (marketing, insurance, production unit, R&D, customer service, etc.)
However, lack of dealer service records does not indicate that the car has not been taken care of. For example, I have no single service record in my book because I do all the maintenance myself (at more frequent intervals, with better quality oil products, and Volvo OEM parts). I can prove everything because I keep the receipts. I would not mind buying a car w/o dealer records given that the owner can prove that the car has been taken care of.
You can try locating the previous owner of the car and ask him/her where the car was regularly serviced.
