Fuse fireworks 700 1986

I have an 86 745ti and am losing the 15 amp fuse in slot #21(The fuse for the rear passenger side lights.) Is this fuse affected in anyway by the passenger side parking lamps in the front? I hve checked for shorts and found no wiring problems. I am having major problems with the rear lighting on this wagon! I had everything working except the passenger side running light would not come on, although the brake light did(same bulb). I replaced the bulb and now the only light that works is the drivers side running light, whilr the passenger side is blowing fuses!!!!!!!!!!!!!!!!!!!!
