my headlights work SOMETIMES!! 700

I have a 1990 760T. When I turn on the lights they may not come on. If they don't I hit the dimmer and then they will come on. NOW, sometimes I have to hit the dimmer 10-30 times before they will come on and then sometimes on the high will come on and not the low.

I suspect it is the relay I hear behind the radio.

Plese give me some advise and thanks to everyone in advance.
