Given you had power to the FI system at the relay (though unsure of whether under load) I figured your 25A fuse was alright. Could be the oft reported poor connections in the ignition controller plug -- the one Volvo carries retrofit sleeves for.

Was this a B23F (1984 GL) like I 'sumed it was?
