It sure sounds like a problem with the head unit in the dash. Suggest you call a speedometer shop with a description of the symptoms and get an estimate. If the cost is acceptable, remove the instrument cluster (many how-to postings in the archives here)and take/send it in. They'll calibrate it as part of the job.
