I recommend against asking for advice on how to break the law, providing advice on how to break the law, stating that you intend to break the law, or stating that you have broken the law. After all, this is a public forum.
If your converter is clogged such that it is taking away from the 114 hp that a new (not necessarily a twelve year old) Volvo B230F should have, you can replace it. You could probably replace it with a larger one that would pose less of a restriction. You can buy converters from Summit relatively cheaply.
You can install a higher performance cam, replace the manifold and downpipe with headers, install a larger converter, install a larger cat back exhaust, use synthetic oil, reduce restrictions in your air filter intake and box, install an underdrive alloy crank pulley, change your rear end gears for better torque multiplication, and more. There is no secret way to get 35 hp for $100, however. Maybe for $1000 to $2000. To get a bit more than that you really have to have the head worked over. You can get a nicely done head ready to bolt on for $1500 to $2000 that, in conjunction with the bolt on parts, should let you get into the 150-160 hp range if your block is sound. You can bore and stroke your block for probably $3000 and then put the $2000 head on top of that, but you should probably buy $2000 engine management system to go along with it. For $1500, you could buy a used late model Volvo B230FT turbo motor and pay perhaps half that again to install it. For several times that sum, you can install a Ford 302 V8. If you want more power only sometimes, you can buy a nitrous oxide kit for a few hundred dollars.
The most practical thing to do if you want 45 more hp is to sell your car and buy the newest lowest mileage 7/9 series Turbo car that you can afford.
