It could be a leaky gasket. If the pump has any play in it, though, replace the whole pump. It's well worth the ... $100 (not a bad price, installed) for a new pump.

Of course, if you're doing it yourself, spend $40 or so and you'll be home free with a new HEPU pump. With gaskets and hardware.
