I would start with a K&N air filter and an exhaust system. These are the first things I did on my car and I noticed a slight performance increase with both. Now I can keep with stock turbos in my non-turbo. The engine has a lot of potential if you know how to do it right. Also, this is a great book if you really want to get into it:

I plan on re-doing the ignition system, and doing a .04 overbore on my engine. When I'm done, Type-R integras and Civic SIs can kiss my ass.
