I don't think your timing marks are right. It should kick back against
the starter and ping like crazy with the ignition advance set to 30° BTDC.
The guys are right about the thermostat. When it closes, it shuts down
the water circulation to the radiator completely, so it must not be closing
completely. If it were it would send the temp back up till it opened again.
Is your seal ring on the thermostat good? If water is getting around the
seal ring it would be like it was not closing.
