To test your tach, you could hook it up like it was a dwell/tach meter. Specifically, connect a test lead from the + side of the coil to the blade connector on the back of the tach and then ground the tach to the car body with another test lead ( a piece of wire with a alligator clip on each end). Your problem may be a bad grounding of the cluster if the lighting connection is intermittent. I would check the ground wire to the cluster first before moving on. Good luck.
