240 starting problems 200 1987

okay, With the fuel pump relay plugged in the car does not start.
if I jump fuse box terminals 4 and 6 the car starts and runs.
if I pull jumpers off fuse box it stalls out 50% of the time and keeps running the other 50%.

I tried to jump the terminals of the relay but that didn't seem to work very well(could be the jumpers cuz' I'm a newbie).

does this sound like the fuel pump relay to everyone else?
