Belts do not whine but rather make a squeejee noise if pulleys are not aligned, the soap is a diagnostic procedure, when sprayed on the pulley the noise will temporarily go away and you can then isolate the noise to a particular belt. A belt that is slipping due to being loose will squeal. Whining can come from the alternator sometimes when it is under load. A power steering pump low on fluid can whine. Try to isolate a strange noise using a length of plastic hose placed to your ear and pass the other end around under the hood to suspected locations.
