EGR fault code, poss temp sensor? 744Ti 700 1990

Hi all-

We have a '90 744Ti, with an intermittant EGR-flow-too-low code (2-4-1). It seems worse in cold weather.

The EGR valve functions, there are no vacuum leaks, and the EGR tube is free and clear. When I test the EGR valve temp sensor, it seems slightly out of spec. But that's at ambient temperatures, 50-70F, where the temp/resistance
chart is at its hardest to read.

Could this be the culprit? Any way to test it or should I just get another one?
