I bought a 90 760TI last spring in Atlanta. Platform had 195K, but interior, paint, trim were in excellent shape (no salt, no rust, highway miles). The engine, trans, turbo and alternator were replaced 50k ago, all bushings and shocks more recently.
I think the 89 is basically the same car as the 90. The IRS with Nivomats, upgraded interior and dash, climate control, power heated leather and all lux features make the 760s a great package. They were Volvo's practice exercise for the 960s.
I paid $4K, a bit high, but I knew the car was well maintained. It would seem that $2.5-3.5K would fit a 760 with such low mileage, IF everything else checks out. The down sides: upgrading the suspension can be expensive. IPD sells a F/R sway bar combo for $490, but you can get a bar from a yard from a 960 that will fit the 760s IRS, and IPD will sell the 25mm front bar separately if asked. Fogs next to headlights are upgradeable only with Euro combos, about $650, and the tail lights are 780 lights - don't even ask what they cost (not sure if the 89s had those, tho). Good luck.
