For pourable, castable "rubber" material, check out Devcon's line at http://www.devcon.com/devconcatsolution.cfm?catid=14
for their "Flexane" two-part Urethane, offered in several degrees of hardness or Durometer values. This product has been around several decades.

But for cylindrical shapes, I would first try to adapt rubber hose or something already solid, like Delrin or Teflon, that could be carved or turned or drilled out.
