Oxidized and swirled paint- Can I avoid a re-paint?

I have seen this before on silver cars, caused by too much automatic car washing. A good rubbing compound applied with a machine polisher might work, but the lacquer may have had its day, so a repaint may be needed. Every car I have had with metallic paint has had lacquer problems (flaking, dulling) at some point. My brick is solid Dark Blue thankfully.
