Power Steering Pump Faulty?

I solved this problem on a long departed 245 by installing an in-line transmission filter in the return line; after doing all you've done, with no improvement, the filter cleared the problem in ~10 miles. I was so impressed, I've put one in every subsequent P/S equipped car.
