POSSIBLE POWER STEERING PUMP FAILURE (NOT CIRCULATING FLUID) HELP! 700

Hello!

I have a problem with my ps. It is somewhat moderately stiff. The fluid that i drained out was very muddy! I have no leakage at the steering rack and the components do not appear to be damaged, in fact the boots are intact and in good condition! Since refilling the reservoir with some good quality ATF, and allowing the car to run for 30 minutes (cycling the steering wheel). The new fluid in the reservoir does not seem to be circulating. I am going to do a flush but i expected the pump to at least circulated the fluid, what is going on? Also i hear slight ps belts noises when i cycle the wheel, but they seem like they are coming from the pump pulley? Also the pump seems to have a shaking effect to it when the car is running. I have not heard the belt actually make any pronouced noises. So might it be my ps pump and or my rack? Or would a good flushing solve my problems? One other thing my A/C belts is off, but it does not connect to the power steering (it runs off the main pulley/a/c pulley), could this be an issue? Any and or all experiences and advice would be greatly appreciated!!
