No to that statement. Volvo introduced the large connecting rods quite early in the 1989 model year, so any 1990 B230 has the large connecting rods.

I have a 1990 B230FT in my 1987 745T and it had the large connecting rods in it when I pulled the pan for inspection before installing it.
