Excessive shocking from my brick, clueless!

Very unusual. Your tires have carbon black in them which makes them conductive. Your car should not collect a static charge. Do you have some unusual type of tires on your car?

The other possibility is that it is you, rather than the car, that is charged. Try putting a laundry antistatic product on your floor mat and see if it has any effect.
